No Bids Received for Gurugram Metro Consultant Contract

STN: This week, Gurugram Metro Rail Ltd. (GMRL) received no bids for the Proof Checking Consultant contract for the Gurgaon Metro’s new 28.5 km line. The metro line will connect the HUDA Millennium City Centre to Cyber City in Gurugram. This elevated corridor will have 27 stations, forming a ring line that connects both Gurugram and Old Gurugram.

About the Gurugram Metro Consultant Contract

The Proof Checking Consultant contract is the third major contract for the metro line. The first contract, the Detailed Design Consultant (DDC), was awarded to SYSTRA MVA Consulting in October 2024. The second contract, the General Consultant (GC), had eight bidders in December 2024.

GMRL invited bids for the Proof Checking Consultant contract in December 2024. The project has a four-year deadline. However, when the technical bids were opened this week, there were no submissions.

The scope of this contract includes the engagement of consultants to review the civil structural works for the 28.5 km metro corridor. This route connects Millennium City Centre to Cyber City, covering 27 stations in total.

Why Did No Firms Bid for the Consultant Contract?

The absence of bids for the Gurugram Metro Consultant Contract comes as a surprise. In previous bidding rounds, SYSTRA was the sole bidder for the DDC contract in the last two of its four rounds. This lack of participation for the Proof Checking Consultant contract is likely due to the same reasons.

We may never fully understand why firms chose not to participate. It’s possible that they either didn’t want to deal with GMRL, given the corporation’s lack of execution experience, or perhaps they felt that the project offered little financial gain.

Delays in the Gurugram Metro Project

Despite the project receiving approval from the Indian Government’s Union Cabinet in June 2023, it is facing significant delays even before construction has started. The work on this metro line is now expected to begin no earlier than the first quarter of 2026.

What’s Next for the Gurugram Metro Consultant Contract?

With no bids for the Proof Checking Consultant contract, it’s likely that the tender will be cancelled. If that happens, GMRL may need to reconsider their approach or issue a new tender. The lack of interest in this contract further delays the progress of the entire project.
