L&T-Alstom Secure Mumbai Metro Line 4 Rolling Stock & Signaling Deal

STN: Larsen & Toubro (L&T) has been selected as the lowest bidder for key system components of Mumbai Metro Line 4 and its extension, Line 4A. This 35.2 km corridor connects Wadala, Kasarvadavali, and Gaimukh.

The contract, designated as Package CA-234, covers several critical systems:

L&T has partnered with Alstom Transport for the rolling stock and signaling systems. The partners for other components are currently unknown.

Background and Bidding Process

The tender process for this contract follows a delay of three years. Alstom Transport, which was awarded the rolling stock (MRS2) and signaling (CA72) contracts earlier, withdrew in 2022 due to delays in civil construction and depot finalization.

The Mumbai Metropolitan Region Development Authority (MMRDA) reissued the tender in February 2024 with an estimated cost of Rs. 4297.49 crore. The contract duration includes two years of defects liability maintenance followed by 17 years of comprehensive maintenance.

Funding and Timeline

The design and construction of the contract will be funded by a EUR 545 million loan from Germany’s KfW. MMRDA will fund the 17-year maintenance period.

Delivery Schedule

According to the tender documents, the first prototype train must be delivered within 52 weeks of contract signing. The remaining deliveries are scheduled as follows:

Certification and Expected Operations

MMRDA aims to have the independent safety assessor (ISA) and the Commissioner of Metro Rail Safety (CMRS) certify Phase 1 of Mumbai Metro Line 4 with 20 trains by August 2026. However, delays in the bidding and contract process make this timeline unlikely.
