SMEC Wins UER-2 Extension Consultancy for Delhi-Dehradun Expressway

STN: The National Highways Authority of India (NHAI) has awarded a new UER-2 Extension Consultancy contract. SMEC (India) and MSV International, working as a joint venture, received this contract in June 2025. They will prepare a Detailed Project Report (DPR) for extending the Urban Extension Road-II (UER-2) to the Delhi–Saharanpur Highway.

The awarded amount is Rs. 1.97 crore. The work will support connectivity with the under-construction Delhi–Dehradun Expressway.

Scope of UER-2 Extension Consultancy Work

The UER-2 expressway currently ends at Bankoli village in North Delhi. This new consultancy work aims to extend it eastward by 14 to 15 km. The extension will likely require a bridge over the Yamuna River.

The Delhi–Saharanpur Highway (NH-709B) is being widened and improved. It is also a part of the 210 km Delhi–Dehradun Expressway project (NH-344G). Connecting UER-2 to this route will improve movement between Delhi, Saharanpur, and Dehradun.

Bidding Process and Disqualified Firms

NHAI invited bids for this consultancy project in February 2025. The budget was estimated at Rs. 2.35 crore. The deadline to complete the project is 150 days from the start date.

Technical bids were opened in April 2025. Seven firms submitted bids. However, five firms were disqualified from the process. These included:

  • AICONS Engineering Pvt. Ltd.
  • Bloom Companies LLC
  • LN Malviya Infra Projects Pvt. Ltd.
  • Saptagon Asia Pvt. Ltd.
  • Voyants Solutions Pvt. Ltd.

SMEC–MSV JV emerged as the selected consultancy for the project.

What the UER-2 Extension Consultancy Will Cover

The consultancy team will prepare a DPR with detailed studies and plans. This report will include:

  • Suggested alignment of the extension
  • Land acquisition details
  • Traffic load forecasts
  • Plans for interchanges and crossings
  • Required structures like bridges, culverts, and underpasses

The DPR will also review environmental and social impacts if any. The aim is to create a smooth and safe connection between UER-2 and the Delhi–Saharanpur Highway.

Future Projects Linked to UER-2

NHAI is also working on two other studies related to UER-2. One project looks at connecting the Delhi–Amritsar–Katra Expressway (NE-5) with UER-2. Another study plans to extend UER-2 further into Uttar Pradesh, possibly ending near Ghaziabad.

Both of these studies are at the early stage. Final plans will depend on feasibility reports and approvals.

Conclusion

The UER-2 Extension Consultancy marks another step toward improving regional road connectivity. By linking UER-2 with the Delhi–Dehradun Expressway, NHAI aims to reduce travel time and congestion in the National Capital Region.

Once the DPR is ready, construction tenders are likely to follow. The expressway network is expanding fast, with multiple corridors connecting Delhi to key cities in North India.
